Governments are elected to represent the people. One of the aspirations of the people when voting includes the expectation that the Government will protect them from theft and fraud.
The Government can’t of course put a police officer permanently outside our homes, provide a personal bodyguard when we walk the streets or monitor our bank accounts to see that there are no unauthorised withdrawals. (Mind you they do monitor our bank accounts to see if we are paying all tax due but that’s another story.) But they can and should protect us from theft and fraud by legislating more effectively than they do.
For instance the laws that make banks responsible for thefts and undelivered purchases when paid for with credit cards could have covered debit cards and cheques too. Better still why didn’t the Government, while they had MPs sat on their bums in the chamber, make that law cover ALL instruments of payment current and future.
Mobile phones have now become instruments of payment and therefore we need the same protection applied to them that is only available at present on credit card transactions.
As you will see from my article “A Dirty Scammer Has Hit My Mobile Phone” scammers can just steal from your mobile phone account with impunity. And by the way this is not an isolated case – take a look at this forum, The Scream!

I’ve been active in taxes for longer then I care to acknowledge, both on the private side (all my working life-time!!) and from a legal standpoint since satisfying the bar and following tax law.
