Davenport, Iowa police have Tasered and then shot an unarmed man dead on the Centennial Bridge over the Mississippi River.
Police said Friday night that officers responded shortly after 11 am to a call from a café that serves meals to the needy, and found that a volunteer had been hit in the head by a man identified as 39-year-old Steven Mallory of Davenport.
An officer spotted a man matching Mallory’s description on the bridge, and attempted to stop him, but failed.
COMMENT: At this stage there is absolutely no evidence that the man on the bridge is the man from the café.
FIRST COP LIE: The man did stop but the unnamed cop Tasered him anyway.
Police said the officer used a Taser on Mallory, but the suspect attacked him and knocked him to the pavement. During the struggle, the officer shot Mallory.
WHAT’S THE LAW? Since when has it been a capital offense to hit a police officer? An offense yes but a death sentence?
Both men were taken to Genesis West Hospital, where Mallory was pronounced dead.
Should Tasers Be Banned?
I invite you to comment on this story and the whole issue of the use of Tasers by the police. What’s your opinion? Should they be banned? Should only well-trained officers have them?
And is it right that this man was shot? How comes despite being shot and obviously incapacitated the police deemed it necessary to handcuff him?
The Duck Shoot Opinion: Tasers should be banned. Cops in the USA need intensive training in dealing with the public are supposed to be serving. The cop who shot Mr Mallory should be on a manslaughter charge. The cop should be sacked immediately.

Sorry but that cop should have known better then to get out of a car in a confrontational stance to start with. Drawing your taser before even knowing who you are dealing with is just plain confrontational and police misconduct, and when the guy asks numerous times what for? Cop should have answered him and not taken a stance like he is mr tough guy. As for the cop well let’s see taser someone and don’t expect retaliation? Damn right he’s going to get you for a missed taser. Fight or Flight we all decide which is in our nature. The guy wasn’t confrontational but you could tell he was getting ticked because the cop wouldn’t answer a question “What for?” Then the cop accuses him of being in a fight even before verifying his information as correct and/or if the description of the person involved is right. Cop was on a power trip. In my opinion that man was defending himself from a power tripping cop. Should he have been shot? NO! The other cop(s) could have tasered him again used pepper spray or an asp/baton. Shooting someone is the last resort. Unfortunately this guy was shot and killed because a cop can’t follow simple police procedure. None compliance with the threat of violence? Radio for backup, and step back from an escalating situation. If he had, the cop wouldn’t have been beaten up and the man would still be alive. As for tasers, they should be BANNED. Too many cops are abusing them,rather then verbally resolving issues on non violent individuals. Not to mention that the person you are about to taser you DON’T know their medical history, 1 shot of a taser could mean death for the person being tasered. Plus I thought all governments were against torture? Sorry but Tasers are means of torture. My 2 cents

Hi, Dave, How does International Law apply to something that happened in Davenport, Iowa? You seem kind of torqued up about this. Is the decedent one of your relatives? I love the Constitution, but criminal law is a state issue. The policeman told him to stop. He threw a sidekick and blitzed the cop. The other cop had to shoot the perp to protect the cop being beaten. He was repeatedly told to stop.Thanks for your comment I was hoping for one.

Comment Update: I think my comment here was a bit over the top. I made an assumption about Nealboy that I now think was wrong and I apologise. While I stand by my opinion on the cop’s action I do think I need to investigate it more and provide more information. Should be able to do this in a few days.
The cops were justified, because Steven Mallory was beating the officer and wouldn’s stop. Tasers should be banned in favor of gun control. Gun control is where you hold the gun in both hands and shoot the perp at center mass until he stops or you run out of bullets.
Hi Amazed, thanks for commenting. Yes it would have been better if the victim had complied with the officer. And of course he should not have attacked the officer despite being unjustifiably, in my opinion, Tasered. But surely you cannot agree that the execution of law, trial, jury and judge can be passed to an individual in the street just because he/she wears a uniform?
He was shot dead for being stupid. He was unarmed and only presumably using his fists. Presumably because the killing was out of camera. No sir, your Constitution guarantees the right to trial. I am so glad I live in the UK. If the UK police are allowed to get as bad as the police in the USA I will move to another country.
As a 36 y/o Black American I see no problem in the police officers actions. He had a justified reason to stop this individual since he matched the description of a suspect that was actively being sought. it not being a felony offense he drew his taser as opposed to the other option(his pistol) and requested that the individual get on the ground(not unreasonble under the circumstances). If dude would have complied this would be a mute point. In my 36 years I have been stopped by cops numerious times. Some with merit others for what I feel was utter BS. But in all cases I complied with the officer. Dude brought this on himself…POINT BLANK!!!!!
